As I first confirmed last March, the Canadian Embassy in Caracas is representing Israel's diplomatic interests (they also do this in Cuba). This development stemmed from the fallout in relations between Venezuela and Israel during the U.S. (and Canadian) sponsored Israeli assault on Gaza last December/January. More recently, JTA tells us that Canada will help Venezuelans obtain Israeli visas. Israeli Foreign Minister Avigdor Lieberman put it best last week, "It’s hard to find a country friendlier to Israel than Canada these days."
